I wonder what chips these use, BBSE is EOL and I can't think of any other chips that can do PC3-16000 9-9-9-24 on 1.65V, unless they are some highly-binned Micron ICs...

Yeah maybe it's the Elpida BDBG better binned ICs ? BenchZowner reported his Kingston HyperX KHX2000C9AD3T1FK3/6GX - Elpida BDBG were doing 2000mhz 7-9-7-24 at 1.68v and tRCD scaled to 2100mhz with tRCD = 9
