Windows7 only 8GB usual memory?

Hello to all and I apologize in advance for my ignorance ;D

So, I have an issue with my memory where windows is saying I only have 8GB usable memory when I just installed 24GB total. I searched and can't seem to find a solution that fixes my problem... I reseated the memory, checked the BIOS settings (1600 9-9-9-24), unchecked max memory in msconfig but nothing... The only thing I havent done yet is reseat the CPU.

I realize this isnt much to go off of so please let me know what info you need.
The basics:

-EVGA X58 SLI3
-G.Skill Ripjaws DDR3 PC3-12800 4GB (x6)
-Intel i7

All BIOS settings are default except for the RAM settings...
