I think the 1.9V for DDR3-1600 was just a concession to the memory ICs of the time, when the data sheet was written, and board vendors that wanted to use the chipset had to make sure their boards support up to 1.9V Vdimm for the DDR3-1600XMP support. I wouldn't try to stick to the data sheet as closely as you do, as it's quite old.

Higher Vnb is needed for sure, but higher Vdimm seems really weird to me, especially such a huge need for voltage, the ICs don't like that voltage at all.
What's your Vnb now?
