what does windows task manager, memtest86+ DOS and cpu tweaker say ? could be just normal windows pci-e device consumption as per point #7 at http://i4memory.com/ramdetect and [info] Windows 7 usable memory less than physically installed memory |

so looks like probably voltage/settings related I never used that particular motherboard so not entirely sure but some suggestions Asus intel cpu forum http://i4memory.com/f54/ has sticky threads with bios templates, pick one template closest to your bios format, and use that bios template format to post the settings you have tried as well. as to voltages you don't want to leave them auto but set them to lowest manual option available to start with i.e.
point #3 at http://i4memory.com/ramdetect refers to link at Asus P6T Deluxe V2 BIOS settings help please...
